Just some random tidbits that might be of interest to our bankers this week!

Just a quick note today as I’m in Detroit for the ABA Summer Leadership Conference, alongside our chair, Priscilla Cude. It’s a pretty informative outing as we get to hear all kinds of useful info, including stuff about A.I., which seems to be at the forefront of many people’s minds.

Everyone knows I’m a big sports fan, particularly of my beloved Cornhuskers. With all that in mind, I wanted to share an article that came out this morning in the ABA Banking Journal about banks working with athletes, athletic teams and related businesses that I thought was really interesting!

Speaking of sports, this week is the deadest week on the sports calendar for the entire year. When MLB goes on the All Star Break, there almost nothing to watch for much of the week. We do have some World Cup soccer, and and of course the All Star Game itself, but it all just makes me pine for college football season even more!
OBA, ABA, ICBA, state associations urge Senate to strengthen stablecoin yield provisions
In a joint letter to Senate leaders on Monday, the American Bankers Association, the Independent Community Bankers of America and 76 state associations representing thousands of community financial institutions across the U.S. expressed genuine concerns with the Clarity Act and urged targeted changes to provide greater certainty that payment stablecoins cannot function as substitutes for bank deposits.
In the letter, the associations expressed support for responsible innovation and a well-regulated digital asset marketplace while emphasizing the need for clear and enforceable guardrails around stablecoin interest, yield and reward programs. They noted that engagement with lawmakers and regulators has led to meaningful improvements in the legislation, including efforts to address the industry’s concerns.
Guidance released on lending to undocumented workers
Lending to individuals who are not legally authorized to work in the U.S. may present elevated credit risk to financial institutions, the FDIC, Office of the Comptroller of the Currency and National Credit Union Administration said on Monday in joint guidance.
Earlier this year, President Trump issued an executive order directing regulators to provide guidance warning financial institutions “to be vigilant against risks presented by the unlawful employment of illegal aliens.” The new joint guidance by the agencies implements that order by reminding financial institutions of their obligations regarding credit risk management, particularly with respect to borrowers who are not legally authorized to work in the U.S.
Other agencies have also taken steps to comply with the executive order. The Consumer Financial Protection Bureau released guidance in June stating that creditors may be legally obligated to consider a consumer’s immigration status for mortgage loans and credit cards. Around the same time, the Financial Crimes Enforcement Network FDIC, OCC and NCUA, in coordination with the IRS, issued an advisory warning financial institutions to be vigilant against potential illicit activity involving unlawful employment of undocumented immigrants.

OBA education corner …
It’s time for Summertime Blues! No, not the emotional state, and not even the Eddie Cochran song, which was later covered by Alan Jackson. We’re talking about Zach Bryan’s outstanding EP from 2022! When we hit the dog days of summer like we have, could there be a better and more apt listen? Everyone knows Oklahoma Smokeshow, but Quittin’ Time and Us Then are perfect hot-weather jams! So, while you listen to Oologah’s own and avoid winding up in a puddle of tears, make sure to keep up with what’s happening on the continuing education front, including the following:
- Records Management, July 21, webinar — A discussion of financial institutions’ responsibility to retain records: what to keep, in what form and for how long.
- Loan Participation: Risks and Rewards, July 22, webinar — This program covers the risks and rewards of loan participations to both the lead bank and the purchasing bank. Attendees will gain a thorough understanding of Participation Agreements.
- Train the Trainer – 2-part Series, July 28-29, webinar — You’ll learn how adults learn, how to translate expertise into clear and engaging instruction and how to design learning experiences that lead to real behavior change – not just completed attendance.
- Stablecoin 101, July 29, webinar — Stablecoins are one of the most talked-about innovations in finance, but what exactly are they and why should banks care?
- Vendor Management in 2026 – How to Make Better Vendor Management Decisions, July 29, webinar — Analyzing vendor documentation is important, but the real question we need to ask is this: how do we understand if our vendors are really protecting your data?
- 2026 Opening New Accounts, Documentation & Compliance Seminars, Aug. 12-Tulsa; Aug. 13-Oklahoma City — Unfortunately, new account personnel are too often trained “on the job,” which results in an environment of potential vulnerability and unnecessary losses for the bank. This full-day program is one of the country’s most comprehensive seminars on opening deposit accounts.
- 2026 OBA Compliance School, Aug. 17-21, Oklahoma City — Students will return to their banks equipped to deal with compliance regulations that impact lending practices and deposit functions as well as other related federal and state laws and regulations.
- 2026 FDIC Banker Outreach, Aug. 27, Oklahoma City — Sessions will be tailored to directors, risk management and consumer compliance staff to bring participants up to date on current economic trends and regulatory issues.
- 2026 OBA Basic Banking School, Sept. 14-17, Oklahoma City — The school is designed to introduce students to basic banking concepts as they relate to the overall functioning of a bank.
