Just some random tidbits that might be of interest to our bankers this week!

I’m at the state Capitol this morning with a group of bankers as part of our Contact Banker program. This program has been an invaluable tool to personally involve bankers into the legislative process, and I really can’t overstate how important it is to be involved with it. We have two more dates available this session: April 14 and April 21.

We’re still putting the final touches on the official program for our upcoming convention in May, but I think everyone will be pleasantly surprised at a couple or three of the guests we have lined up! Stay tuned!

Hell has frozen over, cats and dogs are living together and mass anarchy is reigning! Nebraska basketball – “Nebrasketball!” – has not only won its first-ever game in the NCAA Men’s Basketball Tournament, but it has advanced to the Sweet Sixteen! I’m still not sure how that shot didn’t go in, but I was there in person to witness the ensuing revelry!

No, I didn’t take a dive into the Bricktown Canal. I did get a nifty shirt, however!

Regulators release proposals to ease bank capital requirements

Banking regulators advanced three proposed rules last week to lower capital requirements for banks of all sizes as part of an effort to boost lending activity.

The first proposed rule would implement the Basel III endgame agreement by revising the risk-based capital requirements for the largest banks. The second proposal would revise how the surcharge for globally systemically important banks, or GSIBs, is calculated. The third proposal would revise the risk-based capital treatment of certain assets and other exposure categories under the standardized approach, which applies to most banks.

According to a board memo by Federal Reserve staff, the proposals would lower aggregate common equity tier 1 capital requirements for category I and II banks by 4.8%, for category III and IV banks by 5.2%, and for smaller banks by 7.8%. (Banks that have elected or later elect the Community Bank Leverage Ratio would not be affected; changes proposed in 2025 to that standard are still pending.)

Senate confirms Mullin as DHS secretary; Stitt tabs senate replacement

The U.S. Senate voted 54-45 on Monday to confirm Markwayne Mullin, a Republican senator from Oklahoma, as the head of the Department of Homeland Security.

Mullin served as a U.S. representative from Oklahoma from 2013 to 2023 before replacing long-time Oklahoma Sen. Jim Inhofe in a special election in 2022.

Oklahoma Gov. Kevin Stitt, on Tuesday, appointed energy executive Alan Armstrong to finish the term of Mullin in the Senate, through the end of this year.

OBA education corner …
